Majlis Ugama Islam Singapura (Muis) also known as the Islamic Religious Council of Singapore was set up as a statutory body in 1968 when the Administration of Muslim Law Act (AMLA) came into effect. One of the key activities that MUIS is responsible for is Halal certification.

Muis grants Halal Certificates using the Singapore Muis Halal Quality Management System (HalMQ), which is a set of systems-based Halal requirements that is benchmarked against internationally recognized standards like ISO and HACCP since 2008.

Muis currently offers 7 types of Halal certification schemes to suit the various categories of the food and food-related industry.

Types of Muis Certification Schemes:

  1. Eating Establishment Scheme: Issued to retail food establishments such as restaurants, school canteen stalls, snack bars, Halal corners, confectioneries, bakery shops, stalls within a food court or its equivalent and temporary (short term) stalls in bazaars, flea market, trade fairs etc.

  2. Product Scheme: Issued to products which are manufactured or partly manufactured/processed in Singapore. Only certified products can bear the Muis Halal mark.

  3. Endorsement Scheme: Issued to imported or exported products that have been certified in the country of origin by Muis recognized Halal certification bodies.

  4. Storage Facility Scheme: Issued to stationary and mobile storage facilities such as warehouses and cold-rooms.

  5. Food Preparation Area Scheme: Issued to catering establishments and central kitchen facilities.

  6. Whole Plant Scheme: Issued to manufacturing facilities and all products manufactured therein. All the products which are manufactured, declared and approved by Muis, in the certified facility can bear the Muis Halal mark.

  7. Poultry Abattoir Scheme: Issued to poultry abattoirs for their freshly slaughtered poultry.
